Lab Chief Financial Officer Mihn Huebner has announced the hiring of Marge Desmond Rowan as the new controller. She replaces Paul Flynn, who passed away last year. Other personnel changes include the transfer of Bridget Haverty to the Budget Officer position. She formerly served as Field Finance Department Head. Chris Smith will serve as interim Field Finance Department Head. Below is more information on these employees.
Rowan joined OCFO in August 2019 as the Manager of Financial Accounting, Compliance, and Division Services. She has over 20 years of financial accounting experience with over 11 years of management experience while working at Brookhaven National Laboratory. During her tenure at BNL, Rowan managed various accounting functions including payroll, travel, OMB A-123, and corporate accounting. She has both a BS and MBA degrees in accounting. Additionally, Rowan is a certified Six-Sigma Green Belt and has participated in many process improvement projects. At Berkeley Lab, Rowan has already made a great impact within the Controller team. Her deep knowledge of the Lab environment and DOE has helped the team maneuver through critical audits and evaluations since she joined the team.
Haverty began her Lab career in the Budget Office 20+ years ago. She has managed a variety of key financial functions and data calls, including: budget formulation, regulatory interpretation, month and year-end close, and the Institutional Spend Plan. She joined the OCFO, first as a Field Finance Manager then took on the challenging role of Deputy Project Manager for the F$M project by leading the functional redesign of our financial data architecture and financial processes. Haverty also brings to the role her knowledge of assurance and compliance from her four years in the Office of Assurance and Integrity, as well as her broad knowledge of the Lab.
Smith has over 20 years of government contracting experience, primarily for Science Applications International Corporation (SAIC), serving a broad array of federal civilian agency and Department of Defense customers. In his tenure as a Field Finance Manager at the Lab, Smith has led resource analysts support for four of the Lab’s six scientific Areas including Energy Technologies, Energy Sciences, Computing Sciences, and Physical Sciences. He also initiated and continues to lead the EVMS Finance Council, which enjoys a broad constituency of science, project management, finance and operations participation.
