You may have learned from media reports that although Congress ran out of time to pass the twelve appropriations bills that fund the federal government, it did pass a Continuing Resolution (CR) that will fund the government at Fiscal Year 2020 levels through December 11, 2020.
Generally, new programs and increases in funding are prohibited under a CR, although there are specific exceptions for a very limited number of mostly national security issues enumerated in the CR.
After the election, Congress should return to their consideration of the 12 annual funding bills. In several recent years, Congress has completed its appropriations work in mid-December.
